Cull Breeding Swine Program Annual Report

This Annual Report for the fiscal year ending March 31, 2010 has been prepared in conformity with Article 9.01 of the Funding Agreement between the Minister of Agriculture and Agri-Food and the Canadian Pork Council (CPC) signed March 31, 2008 and amended May 1, 2009.

The intention of The Cull Breeding Swine Program (CBSP) was to be a key contributing factor in supporting hog producers to regain their competitive advantage. Economic factors such as the sharp increase in the Canadian dollar and a marked rise in feed prices combined with the outbreak of what was termed as the “swine flu” in the spring of 2009 made it extremely difficult for many producers to return to profitability.

Even after the CBSP claim period had expired, the CPC continued to actively lobby the Government of Canada for additional financial assistance, which resulted in the launch of both the Hog Industry Loan Loss Reserve Program and the Hog Farm Transition Program.

In the last fiscal year, the CBSP administration successfully closed out claims filed to June 30, 2009 and coordinated the monitoring of “Culled Barn” sites to ensure producers were complying with the 3-year production ban. Approximately 100 site inspections were performed which resulted in only 2 non-compliant cases. The administrator continues to coordinate the monitoring of producer sites and will do so until 2012.
